NCP spokesperson Asif Mahmud has questioned an Anti-Corruption Commission investigation against him over alleged irregularities in transfers and promotions at the Department of Youth Development. Context
The dispute centres on two separate sets of personnel decisions at the Department of Youth Development. According to Asif Mahmud, the first involved 112 officers who were given current-charge positions in 2021 without being promoted. The Administrative Tribunal later found the order illegal, and the Ministry of Youth and Sports cancelled it in December 2025, in accordance with the tribunal's decision.
The second allegation concerns the promotion and preferred posting of 150 Assistant Upazila Youth Development Officers. Asif Mahmud said the relevant government order was issued on May 11, 2026, five months after his resignation and nearly three months after the BNP government assumed office. Asif also challenged the ACC's public handling of the case. He said the ACC spokesperson initially described the allegations against him as having “preliminary truth” at a press conference, but later told journalists that the phrase had been used mistakenly and asked them not to publish it. He added that no public correction was subsequently issued despite the statement being widely reported.
Why It Matters
The timeline presented by Asif Mahmud is therefore central to his defence. He says he left office on December 10, 2025, while the promotion order at the centre of one allegation was issued on May 11, 2026.
The dispute raises questions about how accountability investigations involving former government officials are conducted. If personnel decisions made under different administrations are being investigated, establishing exactly who held authority at the time each decision was made becomes particularly important.
What We Think
Asif Mahmud's presentation of official documents and tribunal rulings does not, by itself, clear him of every allegation, but it raises legitimate questions about the timeline used against him. The ACC's handling of its public statements also warrants scrutiny, particularly when an uncorrected statement affects someone's reputation before an investigation concludes.
