Bangladesh Reviews JERA LNG Proposal Ahead of PM’s Japan Visit

Bangladesh’s Cabinet Committee on Economic Affairs has deferred a proposal to buy LNG directly from Japan-based JERA Global Markets, pending legal vetting. The decision comes just before Prime Minister Tarique Rahman’s visit to Japan, where Tokyo has highlighted reliable energy as important to investment according to a report by BSS.

In a Nutshell:

  • The Cabinet Committee on Economic Affairs discussed an Energy and Mineral Resources Division proposal to purchase LNG directly from JERA Global Markets Pte. Ltd. (JERAGM).
  • The proposal seeks in-principle approval under Section 68 of the Public Procurement Act, 2006, and Rule 99(2) of the Public Procurement Rules, 2025.
  • It also seeks approval to sign a short-term LNG Sale and Purchase Agreement and term sheet between Petrobangla and JERAGM.
  • The committee deferred consideration until the Legislative and Parliamentary Affairs Division completed its vetting. No purchase approval was announced.
  • The decision comes ahead of Prime Minister Tarique Rahman’s October 26 - 29 visit to Japan. Japan has said reliable energy supply, infrastructure cooperation and a stronger investment environment matter to business confidence.

Context

At its 35th meeting this year, chaired virtually by Finance Minister Amir Khosru Mahmud Chowdhury on October 25, the Cabinet Committee discussed direct LNG procurement from JERAGM. The proposal relies on provisions of the public procurement law and rules and includes draft contract documents between Petrobangla and the company. The committee sent it for legislative vetting before bringing it back for consideration.

The timing overlaps with Tarique Rahman’s first official visit to Japan as prime minister, scheduled for October 26th to 29th. Japan has identified energy reliability as one factor supporting business confidence and investment. The two governments are also expected to discuss trade, infrastructure and the implementation of their Economic Partnership Agreement.

Why It Matters

There are two important points to note here. Bangladesh is considering another LNG supply arrangement, while Japan has identified dependable power and gas as important to business confidence. For investors, infrastructure and trade agreements give limited reassurance when factories cannot count on consistent energy supplies. However, the reports do not establish whether the JERA proposal is part of the prime minister’s visit agenda.

The procurement terms matter as much as the supply. For direct purchasing, close checks on prices, supplier selection and contract terms is essential. Legal review is an important first step. However, it is hard to judge the proposal while its price, quantity, delivery schedule and payment terms are undisclosed.

What We Think

Energy cooperation with Japan is welcome, but the timing of a diplomatic visit does not automatically prove that the deal is good for Bangladesh. The main question is - does it provide reliable LNG at a fair price and how it serves Bangladesh’s interests? To answer that, we need to look into why the government chose this option and disclose the main financial terms. However, none of them have been disclosed yet.
