In a Nutshell

  • Invest Bangladesh has 15 large-scale solar power projects in its pipeline, which it plans to advance through public-private partnerships (PPPs) in the coming months.
  • Speaking at the World Investment Forum in Doha on October 25, Chairman Ashik Chowdhury explained how the new agency will coordinate investment promotion, industrial land development, policy support and PPP arrangements to make energy projects more attractive to investors.
  • The session, organised as part of the United Nations Conference on Trade and Development's (UNCTAD) forum, focused on how governments and investment promotion agencies can accelerate the development of projects for Bangladesh’s transition into renewable energy.
  • The agency's broader energy pipeline includes solar, waste-to-energy and nuclear power projects.
  • The restructuring follows the government's pledge to make Bangladesh more investment-friendly by simplifying regulations, improving infrastructure and reducing bureaucratic hurdles.

Context

At a ministerial-level panel at the World Investment Forum in Doha on October 25, Ashik Chowdhury, chairman of Invest Bangladesh and a state minister, explained how Bangladesh plans to turn its energy priorities into projects capable of attracting international investment. Responding to a question about the benefits of the new institutional structure for renewable energy investors, Chowdhury said Bangladesh had consolidated its investment promotion agencies to create a single point of entry for investors. Invest Bangladesh brings together the functions of the Bangladesh Investment Development Authority, Bangladesh Economic Zones Authority and Public-Private Partnership Authority.

Under the new arrangement, the investment development, industrial development, and policy research wings are now part of one institution. The investment development team can approach international investors with specific projects, while the industrial development team works to provide suitable land. The policy research team addresses regulatory barriers within the government, and the PPP team structures transactions to make them commercially viable and attractive to investors. Chowdhury said this coordination could help accelerate large-scale projects across solar, waste-to-energy and nuclear power.

Why It Matters

The merger is intended to address a practical obstacle to investment: large energy projects require coordination across several areas, including land, regulatory approvals, infrastructure and financing. Previously, investors would have to go through a lengthy and often inefficient bureaucratic process where they would navigate separate agencies responsible for different parts of the process. By bringing these wings into one unified structure, the government is expecting to reduce such administrative complications and streamline the process of executing large-scale energy projects.

What We Think

The merger gives the government's investment-friendly pledges a more concrete direction by bringing investor outreach, land development, policy coordination and PPP financing under one institution. The challenge has been that attracting investors alone does not resolve the practical obstacles that keep projects from moving forward. The 15 solar projects will offer an early indication of whether this coordinated approach can turn investment opportunities into bankable projects. Progress in solar, waste-to-energy and nuclear power will ultimately depend on whether the new structure can deliver the land, regulatory clarity and financing arrangements each project requires.
